Paul B. Mohler, Attorney at Law

Paul Mohler established his firm in October 2008 to focus on energy law, administrative litigation, and appeals.  He practices primarily before state and federal regulatory agencies and courts of appeals.  Paul has extensive experience in natural gas and electric matters before the Federal Energy Regulatory Commission, as well as other federal and state regulatory agencies.

Paul was formerly at Heller Ehrman LLP, where he served as co-Chair of the firm’s Energy Practice Group.  Prior to joining Heller Ehrman, Mr. Mohler was with FERC’s Office of Administrative Litigation as a supervisory trial attorney in cases involving natural gas and oil pipeline rates, terms and conditions, electric utility tariffs, and other regulatory and complaint proceedings.  Paul also served as a technical and legal advisor to a FERC Commissioner.

Before obtaining his law degree, Paul served as Deputy and Acting Director of the Division of Special Pipeline Rates.  While at FERC, Paul worked as an Economist, Public Utilities Specialist, and testified as an expert witness in proceedings involving natural gas pipeline rates, purchasing practices, take-or-pay charges, and accounting issues. 

Paul has been involved in a variety of proceedings since leaving FERC, including: the development of an independent electric transmission company (with a proposal for innovative and incentive rates); the litigation of issues involving market power and affiliate issues involving a major interstate natural gas pipeline; litigation relating to rates charged between regional transmission systems; litigation involving electric transmission contracts; mediation of QF contract issues; FOIA matters; enforcement investigations; and litigation and settlements relating to the California energy crisis of 2000-01.

Paul has taken or defended depositions across the country, has been involved in discovery disputes and pre-trial motions, and briefed issues following trial or on appeal.  While seeking to prevail in litigation, he has negotiated consensual resolutions in formal and informal settings.

Paul is an associate member of the Washington, D.C. and the Virginia State Bar Associations, as well as the American Bar Association, Energy Bar Association, and the U.S. Association for Energy Economics.

Paul served as President of the Charitable Foundation of the Energy Bar Association, Chair or Co-Chair of the Alternative Dispute Resolution and FERC Practice and Administrative Law Judges Committees, and the Solo and Small Firm Task Force, and as a member of the EBA and CFEBA Boards of Directors.

In 2014, Paul was honored to receive the Paul E. Nordstrom Award for service to the Energy Bar and community.

Paul is a veteran of the U.S. Navy.
